Which date is THE date? Structured addresses in payments, rail by rail, as of 2 September 2026

Ask five people in payments when unstructured addresses stop being accepted and you get four dates: 14 November 2026, 15 November 2026, 16 November 2026, 22 November 2026. Ask again after 27 August 2026 and the honest answer is: it depends on the rail, and one of the largest rails no longer has a date at all.

We read the six primary sources on 2 September 2026: SIX, Swift, the European Central Bank, the Federal Reserve, the European Payments Council and the Bank of England. What follows is the state of each, with the document and the sentence it comes from. Where a source was unreachable directly, we read the archived copy and say so.

What changed on 27 August 2026

Swift announced that it accepts a community request to extend the structured-address migration for ISO 20022 payment messages. In its own words: "Swift has agreed to extend the timeline. Swift will defer all payments changes. It will provide an update by December, at the latest, as part of its governance cycle." The retirement of unstructured postal addresses across CBPR+ messages, planned for the Standards Release going live on 14 November 2026, is therefore suspended without a replacement date.

Six days later, the Swiss standards, the Eurosystem specifications and the EPC rulebooks still show November 2026. Nobody has republished. That is the situation a migration plan has to live with.

Three confusions worth clearing

14, 15 and 22 November 2026 are not three rival dates. 22 November was the initial EPC and Swift plan from 2023. The 2025 rulebooks changed it: "the initially determined date of 22 November 2026 has been changed into 15 November 2026. This amended date is aligned with the November 2026 Swift Standards MX Release date scheduled in the second full weekend of November 2026." Swift and SIX name the Saturday the release goes live, 14 November; the EPC names the Sunday the SEPA schemes take effect, 15 November. Same weekend.

5 October 2025 is not an address date. It is the issue date of the EPC rulebooks version 1.1. It appears in migration plans as if something switched that day. Nothing did.

Fedwire contradicts itself on its own site. The format FAQ still reads "As of Nov 16, the Fedwire Funds Service will require the hybrid/end-state postal address requirements for all parties and agents." The sister page, whose breadcrumb still says November 2026 but whose title now says November 2027, reads "FRFS has rescheduled its Fedwire Funds release to November 2027. The exact implementation date will be announced in the fall."

What this means if you issue Swiss payment files

The Swiss date stands as published. SIX has not revised its factsheets: from 14 November 2026, payments that do not meet the structured-address rules can no longer be processed, and banks must have cleaned standing orders and templates by 13 November. Whether SIX follows Swift is unknown today; planning for 14 November 2026 costs nothing that would be wasted, because structured and hybrid addresses are already accepted everywhere. The Bank of England says the same thing about its own rail: "there is no need to wait for the removal of unstructured fields before adopting them."

For QR-bills the question is already settled: the combined address (type K) left the standard in November 2025, and only the structured type S remains.
